Don't you think this pie chart is a bit misleading? If I'm not mistaken, it shows only discretionary spending, which accounts for only about one third of the US budget. The rest (two thirds) is mandatory spending. Taken together, health care accounts for 28% of the US budget for 2017, pensions 25%, defense 21%, welfare 9%, and interest on the national debt 7%. The 2016 budget pie chart was almost the same.
Yes it is discretionary and may have a short life. Most spending by cabinet departments and independent agencies falls under this category, and it’s "" in the sense that if political leaders want to raise, or lower, the amount of spending for a given purpose, they can do so by tinkering with appropriations bills. (Food and Ag was 4% of all spending)

HR 83 Mobilizing Against Sanctuary Cities Bill 9. HR 147 Prenatal Nondiscrimination act - criminalizing abortion and allowing fathers punitive financial damages. 10. HR 808 Sanctions against Iran
